Why the concentration exists

Industry consolidation has thinned that pool further. After years of mergers and exits, a limited field of EPC competitors remains capable of pursuing complex LSTK projects. Prime contractors continue to take on lump-sum work, but their vendors and suppliers are not always aligned with the same back-to-back contract and pricing strategy, and those subcontractors often benefit from losses absorbed by the lead EPC contractor. The result is a market in which a small number of top-tier firms command the most demanding projects, while smaller or newer entrants are effectively shut out of the upper tier. That structural concentration is the mechanism by which general contracting and EPC becomes a bottleneck for capital projects in general and for AI infrastructure in particular.[1]

What it depends on, and what depends on it

Variants of the EPC acronym reflect regional contract practice: EPIC is used by FIDIC and across most Persian Gulf countries, LSTK is common in Saudi Arabia, and EPCC is used in Qatar. In Vietnam, EPC general contractors are regulated under the Law on Construction, Decree 37/2015/NĐ-CP, and Decree 50/2021/NĐ-CP, with Circular 02/2023/TT-BXD providing a model EPC contract. Vietnamese rules further cap subcontracting at no more than 60 percent of work volume and require the prime to have sufficient capacity for design, equipment supply, training, operation, and technology transfer, which is why a prime in that market carries the project end-to-end.[6][7][10]

What would break it

The first pressure on EPC supply comes from the demand side. Load growth in US power markets, once measured in decades, is now arriving in quarters, driven by data center demand as utilities sign multi-gigawatt service agreements to support hyperscale projects, so urgency rather than cost has become the defining force reshaping EPC contracting. US renewables could attract an estimated 700 to 800 billion USD in capital investments for onshore wind and solar projects by 2030, which compounds the pressure on a finite pool of qualified contractors. Manufacturing construction spending rose by 20 percent year-over-year as of May 2024, driven by federal initiatives such as the CHIPS Act, pulling EPC capacity into semiconductor fabs at the same time data center work accelerates.[2][5][11]

Labor scarcity tightens the same bottleneck from a different direction. In February 2024 there were 456,000 unfilled construction jobs, the highest number recorded in two decades, and 92 percent of construction firms reported difficulties filling open positions by 2025. Because a large-scale EPC power plant requires 24 to 36 months from contract to commissioning, the inability to staff projects extends delivery timelines and reduces effective capacity even where demand is already booked. With prime contractors already absorbing 80 to 90 percent of cost and schedule risk on fixed-price work, sustained labor inflation can push risk premiums higher and price some marginal projects out of feasibility.[9][11]

Substitute delivery models exist but do not relieve the underlying scarcity. EPCM offers owners more flexibility because they hold the trade contracts directly, while EPC 2.0, also called the design-build approach, allows clients to select which services to buy and when, unlike traditional EPC where the entire package is committed at once. Wind project development and EPC also face a threat of substitutes from contractors in natural gas and other renewables competing for the same engineering and construction crews. These alternatives redistribute risk rather than add new qualified capacity, so they shift which firms capture the work without expanding the pool of contractors who can actually deliver it.[3][4][12]

What to watch

Geopolitical and logistics disruptions remain dated variables that can still alter delivery economics. In 2026, procurement complexity for large-scale energy and infrastructure projects across the GCC has reached unprecedented levels, with Brent crude trading at roughly 65 USD per barrel, a 46 percent reduction from 2022 highs above 120 USD per barrel, raising concerns about future project funding feasibility in the region. Houthi rebel attacks in the Red Sea have resulted in around 50 percent of Suez-bound traffic being diverted, increasing delays by an average of 20 days and regional freight costs by 400 percent. Because EPC delivery depends on synchronized procurement and long-lead equipment, these disruptions feed directly into the risk premiums already embedded in fixed-price bids.[8]
