Why the concentration exists
Supply of this process is concentrated because the physical assets involved take far longer to build than the facilities that need them. High-voltage transmission upgrades require seven to ten years to plan, approve, and construct, while hyperscale data centers can be built within eighteen to twenty-four months, which is why data centers are depleting available grid capacity faster than it can be replaced. High-capacity power transformers used in hyperscale substations carry procurement lead times exceeding two years, with large power transformers averaging 128 weeks and generator step-up transformers averaging 144 weeks as of mid-2025. These long equipment cycles, combined with the multi-year regional planning required to reinforce transmission corridors, mean that the chokepoint sits in permitting, manufacturing, and study-based cost allocation rather than in the act of switching a load on.[2][1][17]

There are no manufacturers of the interconnection process itself; rather, the suppliers are the entities that design, approve, and operate it. At the federal level, the Federal Energy Regulatory Commission has been directed by the Secretary of Energy to consider an Advance Notice of Proposed Rulemaking on large-load interconnection, with a deadline for initial comments of November 21, 2025 and a self-imposed deadline for action by June 2026. FERC issued show cause orders on June 18, 2026 directing each of the six regional grid operators under its jurisdiction to justify or reform their tariffs for data centers and other large energy users.[3][4][9][10]
Specialist engineering and legal advisors act as the intermediaries that translate the regional rules into project-specific deliverables. Eversource provides preliminary engineering screening, cost estimates, and general guidance for large-load interconnections such as data centers, manufacturing plants, and large EV charging stations. Minnkota Power Cooperative runs a dedicated large-load interconnection process for any project requesting 20 MW or more. Outside the United States, State Grid Corporation of China, Korea Electric Power Company, and PSJC Rosseti signed a memorandum of understanding in March 2016 to interconnect power grids into the Asia Super Grid, transmitting at over 1,000 kV AC and 800 kV DC over thousands of kilometres with capacity exceeding 10 GW.[12][11][5]

What it depends on, and what depends on it
Within the U.S. market, the demand that the process must accommodate is concentrated in a small number of states and grid regions. Approximately 410 GW of load is currently seeking interconnection in ERCOT, with around 87% from data centers, and ERCOT forecasts an additional 40,000 MW of load growth by 2030 compared with the prior year's forecast. The California ISO grid is forecast to add 1.8 GW of data center load by 2030 and 4.9 GW by 2040. Virginia is projected to see data center electricity consumption double between 2023 and 2030, consuming 46% of the state's total electricity generation in 2030.[7][8][13]

What would break it
The chief supply-side fragility is that the long-lead electrical equipment underpinning the process is itself constrained. Power and distribution transformers face supply shortfalls of 30% and 10% respectively, with the cited lead times of 128 weeks for large power transformers and 144 weeks for generator step-up transformers reflecting global manufacturing constraints rather than project-specific delays. Because hyperscale substation procurement runs beyond two years, any acceleration in the FERC rule-making will still hit a transformer wall before it hits a permitting wall.[17][1]
What to watch
The single most consequential dated item is FERC's self-imposed deadline to act on the large-load interconnection proceeding by June 2026, triggered by the Secretary of Energy's direction on October 23, 2025. FERC has already issued Order Regarding Intent to Act on April 16, 2026 announcing action by the end of June 2026 in Docket No. RM26-4-000. PJM is targeting its 2028/2029 Base Residual Auction scheduled for June 2026 as the implementation point for many large-load rules, including PRD reforms, with a limited-duration demand-response product not feasible until the 2029/2030 auction. Broader resource-adequacy enhancements cannot be ready before the 2028/2029 auction.[3][15][6]
On the data center demand side, Gartner projects that power shortages will constrain 40% of AI data centers by 2027, with AI server power demand reaching 500 TWh per year, 2.6 times 2023 levels. ERCOT forecasts 40,000 MW of additional load growth by 2030, while the California Energy Commission forecasts 1.8 GW of data center load by 2030 and 4.9 GW by 2040. U.S. electricity consumption is expected to grow 5.7% annually over the next five years, with peak demand rising by 3.7% annually, according to Grid Strategies.[16][8][13][14]
