Why the concentration exists

Overhead line construction contractors erect towers, set poles, string conductors and commission transmission lines at voltages from 69kV to 500kV. Field crews operate digger derrick trucks, climb poles, install anchors and string conductors using specialized equipment including conductor blocks, pulling lines, swivels and running boards. The work encompasses material procurement, structure erection, wire stringing and overall project management across transmission facilities.[4][5][19]

The Transmission Line Construction industry in the United States includes 10,833 businesses with a market size of $147.9 billion in 2026. Omexom operates as a major global contractor with 435 business units across 37 countries, handling overhead line construction and stringing projects worldwide. The firm has been selected for major framework programs including National Grid's Great Grid Partnership and SSEN Transmission's ASTI programme in Scotland.[1][7][9]

Specialized contractors include TW Powerline in Roseville, California, which holds California contractor license number 803362 and offers single project bonding of $30 million. Powerway Enterprises LLC specializes in conductor stringing for transmission lines at 132kV, 220kV and 400kV levels, completing projects for contractors and utilities in Oman and abroad. Smaller civil, utility and specialty firms are gaining opportunities as grid capacity expansion for AI workloads shifts work to areas around data centers.[11][10][18]

Equipment manufacturers supplying the stringing sector include Sherman Reilly, Hogg Davis, TSE International, Wagner Smith, Zeck, Condux Tesmec, Posi-Plus, Reelstrong Utility Fleet and Brooks Brothers. Chinese manufacturers including MARSHINE and Ningbo Eastern Grid Power produce hydraulic conductor pullers, tensioners, winches, stringing blocks and related equipment for the global market.[2][20][21]

Overhead line construction contractors receive conductors from manufacturers including Southwire, APAR Industries, ZTT, Prysmian, Henan Tong Da Cable, Nexans, SWCC Corp, Oman Cables and Sumitomo Electric. ACSR conductors held more than 50% share of the overhead conductors market in 2021, with the global market growing from $862.68 million to a projected $1,089.6 million by 2028. Conductors are specified across voltage classes from low voltage below 1kV to ultra-high voltage above 800kV.[14][15]

Contractors deliver completed transmission infrastructure that moves power from generation sources to load centers. Utilities and transmission developers brought 55 miles of high-voltage transmission lines into service in 2023, with high-voltage transmission construction falling to 350 miles per year from 2020 to 2023. The 125-mile, 500-kV Delaney-to-Colorado line between Arizona and California began operating through May 2024.[6]

Projects span urban and remote terrain requiring varied construction approaches. Omexom is building 216 new transmission towers and installing 66 km of double-circuit 400-kV and 110-kV overhead lines for Fingrid's Järvilinja 1 project in Finland, while also dismantling 51 km of aging infrastructure. Helicopters such as the Kaman K-MAX support pole setting, tower construction, wire stringing and crew transport in remote areas.[8][12]

Reconductoring offers an alternative to new line construction when right-of-way is limited or permitting is complex. Long lead times for new lines and increasingly complex procedures for applications and permits have driven attention toward reconductoring operations, which renew old conductors or replace standard conductors with advanced designs. Reconductoring projects contribute 28% of recent developments in the overhead line construction market.[3][16]

What to watch

The Järvilinja 1 transmission project in Finland is proceeding toward completion in 2026, with Omexom building 216 new transmission towers and installing 66 km of double-circuit overhead lines for Fingrid. The project involves dismantling 51 km of aging infrastructure and removing 223 towers, with all Omexom vehicles running on renewable diesel.[8]

SSEN Transmission's ASTI programme in Scotland will invest an estimated £10 billion to connect 11 GW of offshore wind capacity, with Omexom among 11 companies selected for the framework. A £7.4bn framework includes separate lots for overhead line pole construction at 132kV and tower construction at 132kV, 275kV and 400kV, covering foundation design, steelwork erection, conductor installation and integration with live transmission assets.[9][13]

The Associated General Contractors of America's 2025 Workforce Survey found that 92% of firms are having a hard time filling open positions in 2026. The labor gap is projected to grow to 456,000 in 2027 as construction spending picks back up, which may constrain the pace of transmission expansion needed to serve growing AI load.[17]
