Why the concentration exists
Reliability standards bodies develop and enforce mandatory operational and cybersecurity standards for bulk power systems. FERC's reliability jurisdiction focuses on ensuring reliable grid operation by developing and enforcing operational and business standards for real-time and day-to-day operations. NERC sets reliability standards for the bulk power system across the United States, Canada, and Mexico. These organizations emerged from earlier reliability concepts that originated in the mid-20th century aerospace and defense sectors, where product failure could have catastrophic consequences.[1][2][15]
The EU employs adequacy metrics including Value of Lost Load, Cost of New Entry, and Reliability Standard to guide capacity mechanisms and market design. These metrics become increasingly important as the share of volatile renewable technologies grows. Cross-border transmission can influence the capacity required to meet adequacy standards, as imports can mitigate scarcity events. Reliability standards can lead to socially optimal results only if adequacy assessment assumptions are coordinated between neighboring countries.[3][5]

The International Organization for Standardization was founded in 1947 and has developed over 23,000 international standards. The International Electrotechnical Commission, founded in 1906, focuses on standards for electrical and electronics industries. The International Telecommunication Union, established in 1865, develops standards for the telecommunications industry. These international bodies provide frameworks that national and regional reliability organizations reference.[11]
Japan's national standardization body is the Japan Industrial Standards Committee, founded in 1949. JISC serves as the ISO member body for Japan and is also a member of the International Electrotechnical Commission. The committee establishes and maintains Japanese Industrial Standards, with existing standards reviewed and revised every five years. The Ministry of Economy, Trade and Industry administers the voluntary JIS mark comprising over 10,994 standards as of March 2025.[7][8]

What it depends on, and what depends on it
NERC defines electronic access control or monitoring systems as Cyber Assets that perform electronic access control or electronic access monitoring of Electronic Security Perimeters or BES Cyber Systems. Physical access control systems are defined as Cyber Assets that control, alert, or log access to Physical Security Perimeters. These definitions establish the scope of cybersecurity requirements for bulk power system operators. The standards create compliance obligations for entities operating critical infrastructure.[6]

A reliability standard can favor legacy IBR owners over other market players, which threatens the reliability of the Bulk-Power System. The Louisiana Public Service Commission noted that a standard represents a compromise that disadvantages certain energy market participants. Ørsted has asserted that developing projects may be abandoned under certain standards, decreasing generation when reserve margins are already tight. These competitive effects create new system reliability and resource adequacy risks.[4]
The Modernization of Standards Processes and Procedures Task Force developed recommendations for transforming the reliability standard development framework. At its February 2026 meeting, the NERC Board of Trustees accepted these recommendations. Under the new framework, the ballot pool changes from a large, ad-hoc committee to a smaller body of around 24 members. This restructuring affects how standards are developed and approved.[14]
What to watch
FERC approved a final rule on September 18, 2025, directing NERC to address supply chain risks in new or modified Reliability Standards. The revised Reliability Standard EOP-012 for Extreme Cold Weather Preparedness and Operations becomes effective October 1, 2025. NERC must file comprehensive biennial informational filings from October 2026 through October 2034. The rule extends existing Supply Chain Risk Management Standards to certain network-connected equipment.[12]
Projects must meet new NERC IBR standards in May 2025, with implementation requiring six to nine months. The change applies to projects interconnected to the grid at voltage levels of at least 60 kV. Around one thousand renewable projects that previously were not required to comply must take steps to become compliant. This expansion significantly increases the number of market participants subject to reliability standards.[13]
NERC will continue to file the remaining reliability standards directed by Order No. 901 through late 2026. Full implementation of these standards is scheduled for January 1, 2030. The standards are being developed in three phases as required by Order No. 901. FERC proposed to adopt NERC's first two inverter-based resource reliability standards through a notice of proposed rulemaking in December 2024.[9][10]
