The bulk of chip production, even on leading-edge devices, still involves non-critical layers with features above 45 nm. Device makers consequently find it cost-effective to rely on merchant shops for standard mask sets rather than captive facilities. This segment of the mask market therefore remains in the province of independent suppliers. Volume from these standard mask sets anchors the merchant shops' revenue base.[1]

Merchant mask shops run hundreds of CPU cores dedicated to model-based mask data preparation, the workload that translates circuit layouts into the precise geometric patterns a lithography tool can write. The data flow feeding mask writers is highly automated, with shops accessing equipment from world-leading mask tool makers. The compute and tool automation together allow independents to keep pace with customer demand. Who supplies it

Photronics holds roughly 18 percent of the merchant mask market, making it the largest independent mask shop globally. The company serves logic, memory, and display end-markets. Its scale gives it advantages in tool purchasing and process qualification that smaller regional players cannot match. The 18 percent share nevertheless signals a fragmented market rather than a dominant leader.[4]

DNP has begun supplying evaluation masks for beyond-2 nm production, positioning it as an early mover in next-generation logic. The same firm is also positioned as an early mover for High-NA EUV evaluation masks. Both qualifications matter because merchant supply for the most advanced nodes runs through a thin pool of qualified suppliers. Customers evaluating the next lithography generation are therefore tied to the firms that complete this qualification first.[4]

What it depends on, and what depends on it

Mask works are registered within two years of first commercial exploitation to maintain protection under the Semiconductor Chip Protection Act. The act protects each mask work for a period of ten years from the date of first commercial exploitation or registration, whichever occurs first. This intellectual property framework gives mask designers a defined exclusivity window over the geometric patterns they create. The regime applies independently of patent law and is specific to the layout data encoded in photomasks.[8]

Photomask-related revenue reached $7.5 billion globally in 2024, up 4.8 percent year on year. Because photomasks are essential inputs to every wafer exposure, the segment scales roughly in proportion to overall wafer-fab output. Merchant shops therefore compete for share of a market that grows in step with wafer-fab capacity. The revenue pool funds the tool depreciation and process development that the independents depend on to keep pace with new nodes.[7]

What would break it

Because mask-shop performance data is commercially sensitive, very little is known about how the industry's quality metrics break down across individual firms. An industry-wide blind quality survey, conducted under the protection of an outside firm to shield contributor identities, nevertheless covered more than 75 percent of the total merchant market. The opacity itself is a fragility: customers cannot easily benchmark merchant alternatives, and new entrants face a steep information barrier. Quality consistency therefore becomes a competitive lever that incumbents can defend quietly.[2]

When a prime customer has an urgent need, the mask shop may start multiple attempts in parallel rather than serialising them, betting that at least one will finish within the deadline. This practice incurs additional material costs and consumes valuable tool processing time on the extra reticle attempts. The result is a reduction in overall shop capacity, because the parallel runs tie up write tools that could otherwise serve other customers. Urgent demand from one customer therefore reduces throughput available to the rest of the queue.[3]

Mask production depends on a network of specialty semiconductor equipment and materials suppliers, and disruptions anywhere in that chain affect mask-shop schedules. The dependency runs through lithography tools, blank substrates, pellicles, and the chemicals used in mask processing. Because merchant shops do not control upstream equipment vendors, they absorb scheduling risk when tool deliveries slip or materials run short. Resilience is recognised within the industry as a key operational metric for this reason.[7]
